The Entitlement Phase

The first decision: is your condition related to or aggravated by service?

Entitlement is the stage where Veterans Affairs Canada (VAC) considers whether a claimed disability is connected to service. A claim may involve medical evidence, service records, statements from you and others, and the rules that apply to your service and condition.

What VAC is deciding

Whether the condition exists and whether the evidence establishes the required relationship to service. The evidence and legal test can differ by claim type and circumstances.

Build a clear service history

Describe where and when the exposure, injury, event or duties occurred. Include dates, units, ships, bases, occupations, deployments and any relevant incident or exposure details.

Connect the evidence

Provide relevant medical records and explain the timeline between service and diagnosis. Where the connection is not obvious, a reasoned medical opinion may help.

Read the decision carefully

Look at the reasons, evidence considered, findings, and any appeal or review rights and time limits stated in the letter.
